Gunmen kill eight as Tunisia slides toward political crisis

TUNIS - Gunmen killed at least eight Tunisian soldiers on Monday, staging the biggest attack on the security forces in decades as political tensions rose between supporters and opponents of the Islamist-led government.

President Moncef Marzouki called the ambush on Mount Chaambi, near the Algerian border, a "terrorist attack" and announced three days of mourning. Tunisian troops have been trying to track down Islamist militants in the remote region since December.

Tunisians fear they may be sliding into one of the worst crises in their political transition since autocratic leader Zine al-Abidine Ben Ali was forced to flee during a 2011 uprising that set off revolts across the Middle East.

"In all countries of the world, when the state faces a terrorist attack people come together. But I don't see anything like that happening in Tunisia. All we see is divisions and chaos," Marzouki said in a televised address.

"I call on all politicians at this historic moment to stand for the nation and unite."

Residents said that thousands took to the streets in the town of al-Qasreen, near the site of the attack on the army, and many protesters were demanding the government's ouster.

In the capital, Tunis, more than 10,000 took to the streets as well in one of the biggest protests since the opposition began mobilizing against the government.

"Tunisia is free, out with terrorism, out with Ghannouchi," protesters shouted, referring to Rached Ghannouchi, leader of the Ennahda party.

"Since they (Ennahda) came all we've seen is a string of catastrophes," said protester Noura Saleh, who was waving a red Tunisian flag and crying. "Get out, we hate you!"

State television cut off normal programming to show pictures of the dead soldiers and wounded comrades, broadcasting Quranic verses and patriotic anthems in the background.

"After the soldiers were ambushed and shot dead, their throats were slit and their clothes were ripped," a military source told Reuters.

"After that, three soldiers pursuing the attackers were wounded when a landmine exploded."

Instability has been rising amid growing political chaos. Last week, Tunis was hit by its first-ever car bomb, though no one was hurt.

The secular Ettakatol party, a junior partner of the moderate Islamist Ennahda, called on the ruling party to step down to stave off more turmoil. It said a new administration representing a wider consensus was necessary.

"If Ennahda rejects this proposal, we will withdraw from the government," Lobni Jribi, a party leader, told Reuters.

Prime Minister Ali Larayedh ignored the calls to create a unity government and said he would carry on leading the country.

Protests aimed at ousting the government intensified last week after the second assassination of a secular opposition politician in six months.

The government blamed hardline Salafist militants for both attacks, but the opposition holds Ennahda responsible. It argues that the leadership has not done enough to investigate and crack down on militant attacks.

Despite previous unrest, Tunisia had been a model for democratic transition among the "Arab Spring" states. But divisions are growing between government backers and the opposition, which has been emboldened by the Egyptian army's ousting of elected President Mohamed Mursi and subsequent crackdown on his supporters.

Ennahda supporters are determined to avoid a similar fate.

The opposition may be able to mobilize Tunisians further against the government after Monday's ambush, which shocked the country and increased anti-government sentiment on social media.

Many people joining the growing street protests express anger at Tunisia's instability and economic stagnation. Others are frustrated that the constitution, originally promised within one year after the 2011 uprising, has yet to be completed and are suspicious of the transitional government.?

As 2014 looms, GOP using Weiner against Bill Clinton

Republicans fighting to retake control of the Senate in the 2014 midterm elections fear Bill Clinton as a popular, vote-getting, fundraising-powerhouse threat to their aspirations. Enter Anthony Weiner, who Republicans hope could be their own not-so-secret weapon next year.

OK, that sounded a little gross. But the GOP has seized on Weiner?s sexting scandal to argue that vulnerable (or potentially vulnerable) Democrats can?t condemn the former congressman's habits without also distancing themselves from the former president.

So the National Republican Republican Senatorial Committee opened up with both barrels Tuesday on Democrats who might be looking for Clinton?s help, using Weiner?s troubles to recall accusations of sexual misconduct by the former president. Yep, there was even a reference to Monica Lewinsky, the former White House intern whose affair with Clinton was at the heart of his 1998 impeachment.

NRSC official Brad Dayspring described Weiner as "one married man inappropriately sending young women disgusting photos of himself" versus Clinton as a married man guilty of "repeated transgressions with women." The memo recalled Clinton "taking advantage of a White House intern, which forever wrecked her career," an unmistakable Lewinsky reference.

"Democrats can?t have it both ways when it comes to the treatment of women and they should have the courage to condemn any politician that assaults, harasses, or exploits women," he continued. "Anthony Weiner's behavior toward women certainly is no worse than Bill Clinton's and Democratic candidates lose all credibility preaching about a so-called 'War on Women' while standing alongside Bill Clinton to raise money and boost their campaign war chests."

While the immediate goal is 2014, the overall strategy has the feel of a war game for Hillary Clinton's potential run for the White House in 2016.

?At this moment, Bill Clinton is the Democrats? surrogate-in-chief, whom endangered Democrats in the South and other areas where Barack Obama can't go (without doing damage) are counting on,? a Republican helping craft strategy to retake the Senate told Yahoo News. ?He'll be counted on to raise millions for those candidates and to woo center-left voters who tuned out Barack Obama a long time ago.?

For their part Democrats freely describe Weiner as a heel ? just not as an Achilles Heel.

?It?s wholly ridiculous,? Matt Canter, deputy executive director of the Democratic Senatorial Campaign Committee, told Yahoo News of the latest GOP efforts to target Bill Clinton.

?This proves that Republicans have learned nothing from their past mistakes. The agenda that they are pursuing that is harmful for women has consequences for women?s everyday lives ? on equal pay, on child care, on access to contraception and other issues,? Canter said. ?That's what the ?war on women? is about, not cable soap operas.?

One potentially interesting test case for the GOP strategy will be Clinton?s home state of Arkansas, where incumbent Sen. Mark Pryor is on both parties? list of vulnerable Democrats.

Here?s an excerpt from the sharply worded NRSC press release targeting Pryor.

?Bill Clinton will barnstorm across the country in 2014, no doubt working to help elect Mark Pryor and other Democrats as they use the manufactured 'War on Women' to score political points. Remember: This is the same Bill Clinton whose own predatory behavior destroyed lives, hurt his wife, and embarrassed his colleagues (and our country). Yes, the same Bill Clinton who other Democratic Senators admittedly said they would not trust alone with their daughters.?

Similar NRSC messages went out targeting Democratic Sens. Jeanne Shaheen of New Hampshire, Kay Hagan of North Carolina, Mary Landrieu of Louisiana and Al Franken of Minnesota. Others aimed at Democratic Senate candidates Michelle Nunn (Georgia), Gary Peters (Michigan) and Bruce Braley (Iowa).

A call to Pryor's re-election campaign was not returned.

Damaging the Clinton brand might not only help Republican Senate hopefuls ? it could rally the GOP faithful ahead of a potential 2016 presidential run by Hillary Clinton and shake potential supporters who don't want to be reminded of Clinton-era White House drama. There?s at least one glaring problem with the "demonize Clinton" strategy: Bill Clinton?s impeachment by congressional Republicans was powerfully unpopular, and is thought to have helped Democrats make gains in the 1998 midterm elections. And the former president is staggeringly popular today, with 71 percent of respondents to a recent Fox News poll saying they have a favorable view of him, against 25 percent unfavorable.

Many Democrats credit Clinton?s speech at the Democratic National Convention last summer with explaining Obama?s re-election rationale better than Obama had done. The president himself publicly anointed Clinton ?secretary of explaining stuff.?

?It?s worth noting that the last time Republicans faced such an election was 1998, when they threw the election by over-attacking President Clinton,? Canter said.

Canter noted that Republican Senate Minority Leader Mitch McConnell headed the NRSC in that cycle.

?Everyone gave them great odds. Instead, they went on a witch hunt and personally attacked Bill Clinton ? and ended up failing to get a single seat,? Canter added.

?It?s like they?re committed to make the same mistakes again.?

Oil spill reaches Thailand resort island

Oil has washed up on a resort island in Thailand as a result of an oil spill.

BANGKOK, July 29 (UPI) -- Oil from a leaking pipeline has washed up on a resort island in Thailand, a Thai lawmaker says.

The spill occurred early Saturday when the pipeline operated by PTT Global Chemistry, a subsidiary of Thai state-owned oil and gas PTT Public Co. Ltd., sprung a leak about 12 miles off the coast of mainland Rayong province, The Nation newspaper reports.

About 13,000 gallons of oil leaked into the sea, the company said. By Sunday night, the oil slick had reached the western side of Samet Island, covering about 2,000 feet of beachfront, China's state-run Xinhua News Agency reports.

But Satit Pituthecha, a Democrat member of Parliament for Rayong, said Monday the amount of spilled oil was greater than the 13,000 gallons PTTGC had reported and accused the company of "hiding the truth," Xinhua reports.

Pituthecha said the spill had caused severe damage to Rayong's environment and that it would take at least six months for its tourism sector to recover.

Thailand's National News Bureau reported Monday at least 70 percent of the oil spilled off Rayong coast has been cleaned.

PTTGC admitted it had underestimated the scope of the spill.

"As the highest ranking executive at PTTGC, I admit to being guilty in causing damage to the environment and will pay for the damage," the Bangkok Post reported the company's chief executive, Anon Sirisaengtaksin, said at a press conference Monday.

"We underestimated the problem, and we thought we could control the oil spill, but it sneaked out of the contained area," Anon said.

He said the company expects the area to be cleaned up and restored by Thursday.

Greenpeace called on the Thai government Monday to review its energy policy and to put an end to oil exploration and drilling in the Gulf of Thailand.

Thailand imports more than 60 percent of its total petroleum needs and nearly 85 percent of its crude oil consumption, the U.S. Energy Information Administration says.

The government plans to construct an oil pipeline and storage facilities between the Andaman Sea and the Gulf of Thailand to facilitate transportation of crude oil imports from the Middle East to Southeast Asia.

In 2009, PTTEP Australasia, a PTT subsidiary, was involved in an oil spill considered one of Australia's worst oil disasters, in the Montara oil field in the Timor Sea off the northern coast of Western Australia.

PTTEP Australasia Chief Executive Ken Fitzpatrick, in announcing last month that oil production had begun from the Montara field, said that since the spill, the company "has transformed safety processes and environmental systems" which were validated by five independent reviews commissioned by the Australian government.

Apple isn?t the only company unhappy with the International Trade Commission?s impending import ban on the iPhone 4 and the iPad 2. The Wall Street Journal reports that several big tech and telecom firms including Verizon, AT&T, Microsoft and Intel have all been pressing the Obama administration to veto the ITC?s ban on older Apple devices that is slated to take effect on August 4th. The Software Alliance trade group, which includes Microsoft, Intel and Oracle, has argued that such patent-related import bans should be extremely rare and only enforced under unique circumstances.?U.S. Trade Representative Michael Froman has the authority to make the final call on whether the ITC?s ban stands and he says that he?s ?conducting a careful and balanced review process of the ITC decision.? The ITC originally issued the import ban when it ruled that Apple?s older devices infringed upon a Samsung-held patent.

  1. I've been using ON fish oil 6pills/day. I finIshed the bottle and was going to use CLoxiomega greens/fish but see so many negative reviews about fish burps. Can someone link me a high EPA/DHA quality oil with no fussy burp,?

  2. Unless you are using enteric coated fish oil, you are likely to get some fish burps.

    Look into Haleo Aqua Red. I'd rather have Krill oil over fish oil, and if you eat a couple whole eggs daily you are getting plenty of Omegas.

    Ive never personally experienced fish burps from them. Take fish oils with a meal and it usually isnt a problem at all.

  9. The only fish oil I've never experienced fish burps with is Aqua Red by Haleo. I use Orange Oximega though and only get they every once in a while.

  14. Never had a problem with fish burps from Oximega, but everyone is different. Some others to check out are SAN Triple Fish Fats and iForce fish oil (has a spearmint flavor to cover up burps).

Tropical Storm Flossie threatens 'life and property' on Hawaii

The latest forecast path and wind speeds for Tropical Storm Flossie from the National Hurricane Center.

Flash floods, mud slides and dangerously large surf could "threaten life and property," officials warned as Tropical Storm Flossie continued its westward march toward Hawaii.

Beaches, harbors and three ports on the Big Island and Maui were shut and emergency shelters were activated as the island state?braced itself for winds of up to 50 mph with higher gusts and torrential rainfall,?according to NBC station?KHNL.

After issuing a tropical storm warning for the state capital Honolulu as well as Hawaii County, Maui County, and the island of Oahu, officials urged people to take the ?appropriate precautions.?

?Be alert to Flash Flood WARNINGS because flooding may occur rapidly and threaten life and property,? Hawaii?s Civil Defense Division said in a statement?Sunday.

?Evaluate your family?s emergency plans and check your emergency Kits,? it added.

The emergency department on Oahu also said residents should have a seven-day supply of food and water on hand as well as flashlights and spare batteries.

The storm is expected to weaken by the time it hits land, but National Weather Service meteorologist Mike Cantin said that gusts of up to 60 miles per hour would likely knock down power poles and blow away loose objects. ?

He added that people should be careful of trying to walk or drive across water if flooding does occur.

?It takes about six inches of water to knock you off your feet and 12 to move a vehicle,? he said in a statement?late Sunday.?

The Big Island and Maui were expected to bear the main brunt of the storm, which is forecast to drop a minimum of six to 10 inches of rain, with higher amounts on the eastern side and less on the western side of islands.

Waves of 12 to 18 feet are expected for the Big Island and Maui, with surf of 10 to 15 feet on other islands.

"If you're preparing your home, you should be rushing those preparations to completion," Cantin added.?

Flossie, the sixth named storm of the eastern Pacific hurricane season, formed just over 1000 miles west-southwest of the southern tip of Mexico's Baja California Wednesday, according to weather.com.?

The center was expected to pass near the Big Island and Maui on Monday morning and then south of Oahu several hours later on Monday evening into Tuesday morning.

Bus carrying teens from church camp crashes in Indiana killing three

Indianapolis Fire Department said crews had to free five people who were trapped inside after the crash. Four good Samaritans helped before first responders could arrive, including one man who helped pull the driver out, the agency said.

The bus was carrying 40 passengers who are members of Colonial Hills Baptist Church in Indianapolis and were returning from a summer camp. The Fire Department said those injured included children and adults.

Indianapolis Fire Department spokesman Capt. Rita Burris said survivors were taken to area hospitals. Some of the victims were taken by helicopter.

Karen Woodard, a member of the Colonial Hills Baptist Church, cried as she stared at the wrecked bus surrounded by pillows, water bottles and clothing. She said the bus was returning from a youth camp in Michigan and that some of the teens had their parents with them.

"It's so terrible. I can't believe it," she said.

Roads near the scene were closed. A hazardous materials crew was cleaning up diesel fuel that spilt in the crash.

Outside the church about a mile away, families gathered to hug and talk quietly as parents paced back and forth talking on cellphones. A yellow school bus with the church school's name was parked outside with piles of sleeping bags and suitcases nearby.

Ravens say TE Pitta out for year, sign Shiancoe

OWINGS MILLS, Md. (AP) ? Baltimore Ravens tight end Dennis Pitta is lost for the season after undergoing hip surgery, a major blow to the team's bid to repeat as Super Bowl champions.

Pitta was hurt Saturday, the third day of training camp, when he collided with safety James Ihedigbo in the back of the end zone while going for a pass from Joe Flacco.

He was operated on Saturday night.

"Dennis out for the year," coach John Harbaugh said Sunday. "It's the type of thing that he's not going to be able to come back from this year. There's enough damage in there."

Harbaugh said Baltimore won't know the full extent of Pitta's injury until getting the results of a magnetic resonance imaging (MRI) exam. But this much is certain: Pitta won't be part of the team's effort to win back-to-back titles.

Pitta was one of the centerpieces of the Ravens' offense during their run to a Super Bowl championship last season, and he was expected to take on an even bigger role this season after Baltimore traded top wide receiver Anquan Boldin during the spring.

The 28-year old Pitta, a fourth-round pick of the Ravens in 2010, had 61 catches last year, second on the team behind only Boldin. His seven touchdowns ranked second among receivers behind Torrey Smith.

Pitta also had 14 catches for 163 yards and three touchdowns in Baltimore's four playoff games, including four catches for 26 yards in the Ravens' 34-31 Super Bowl win over the San Francisco 49ers.

Visanthe Shiancoe, a 33-year-old free agent, played in only four games last season with New England. But he played in all 16 games in each of the previous nine seasons ? the first four with the New York Giants and the next five with Minnesota.

He has 243 career catches for 2,677 yards and 27 touchdowns.

Shiancoe joined the team for practice Sunday and work Boldin's old number, 81.

Syrian troops consolidate gains in Homs region

DAMASCUS, Syria (AP) ? Syrian government forces backed by Lebanese Hezbollah militants were consolidating their control over a key rebel district in central Syria Sunday, activists said.

The military moves came a day after they expelled rebels from a 13th century landmark mosque they controlled for more than a year.

State-run Syrian TV broadcast live coverage from Khaldiyeh, an embattled northern neighborhood in Homs, where the army has been advancing. Video showed extensive destruction. Activists said most of the buildings in the mainly residential district were no longer fit to live in.

Elsewhere, an opposition group said the death toll from nearly two weeks of clashes between al-Qaida-linked fighters and Kurdish militiamen in northeastern Syria stands at 120. The Britain-based Syrian Observatory for Human Rights said the dead include 79 fighters from the Islamic State of Iraq and the Levant and Jabhat al-Nusra, both al-Qaida-affiliated rebel groups. The group monitors the Syrian war through a network of activists on the ground,

This latest round of fighting flared in Ras al-Ayn on July 6 in the predominantly Kurdish Hassakeh province in the north, near the Turkish border. Kurdish gunmen are fighting to expel the militants, whom they see as a threat.

After capturing the strategic town of Qusair near the Lebanon border last month, government troops launched an offensive on rebel-held areas in Homs, Syria's third largest city, late in June. They have been pushing into Khaldiyeh and other neighborhoods in the Old City that have been under opposition control since 2011.

An unidentified Syrian army commander standing before a destroyed building in Khaldiyeh told an embedded state TV reporter that the military expected to "liberate" the last part of Khaldiyeh within the next two days.

Syrian government forces captured the ancient Khalid Ibn al-Walid Mosque in Khaldiyeh on Saturday. Syrian TV aired a report with video from inside the mosque, showing heavy damage. The video showed debris strewn on the floor and a portion of the mosque appeared to have been burned.

The mosque, famous for its nine domes and two minarets, has been a symbol for rebels in the city that is known as "the capital of the revolution." On Monday, government troops shelled the mosque, damaging the tomb of Ibn al-Walid, a revered figure in Islam. Video showed the tomb's roof knocked down.

The Observatory and other activists said government troops are backed by members of Lebanon's Hezbollah, which has been fighting alongside regime forces in their assault on rebel-held territory in the central region.

In addition to its symbolic value, Homs is a geographic lynchpin in Syria. The main highway from Damascus to the north and the coast, a stronghold of President Bashar Assad's Alawite sect, runs through Homs.

Also on Sunday, Syria's main exiled opposition group condemned the reported execution of scores of government soldiers by rebels in a northern Syrian village several days ago.

The Syrian National Coalition made up of exiled opposition leaders said in a statement that it was forming a commission of inquiry to investigate the incident in Khan al-Assal.

Syrian activists say rebels killed 150 government soldiers, some after they surrendered, on Monday and Tuesday in the village outside Aleppo, the country's largest city.

The state media said that 123 "civilians and military personnel" were killed in a "massacre" and others were still missing.

"Those involved in such crimes will be held accountable," the Coalition statement said.

The Coalition said initial reports showed "armed groups" not affiliated with the main rebel coalition were involved. It did not elaborate, but the al-Qaida-linked Jabhat al-Nusra says its fighters participated in the battle.

Syrian Information Minister Omran al-Zoubi said the crime "will not pass without punishment," vowing that the perpetrators will pay a "dear price."

In an interview with Syrian TV late Saturday, he said the "massacre" aimed to spread fear and panic among people at a time when the Syrian military was achieving significant progress on the ground.

In a separate statement, the Coalition urged Egypt to release dozens of Syrians it said were arrested last week allegedly for violating residency regulations.

It said Egyptian police arrested at least 72 Syrian men and nine boys at checkpoints on main roads in Cairo. Some had valid visas or residence permits but were arrested "on the pretext of not having residence permits," it said.

The Coalition said regulations concerning Syrians' entrance into Egypt were changed. Since July 8, Syrians have been required to obtain entry visas and security clearance before they are allowed to enter Egypt.

It urged the Egyptian government not to deport Syrians, saying Cairo has an "ethical and humanitarian duty to protect the Syrian people fleeing the tyranny" at home.

Stock Market News for July 24, 2013

Better-than-expected earnings from United Technologies guided the Dow Jones a green finish on Tuesday. But weakness in technology shares dragged the S&P 500 and the Nasdaq into negative territory. In the absence of any major domestic reports, benchmarks were oscillating between small gains and losses. On the international front, consumer confidence in the Euro Zone was recorded close to a two-year high for the month of July. The materials sector was the biggest gainer among the S&P 500 industry groups. Technology shares were the worst performers. ????????

The Dow Jones Industrial Average (:DJI) gained 0.1% to close the day at 15,567.74. The S&P 500 fell 0.2% to finish yesterday?s trading session at 1,692.39. The tech-laden Nasdaq Composite Index declined 0.6% to end at 3,579.27. The fear-gauge CBOE Volatility Index (:VIX) jumped 3.1% to settle at 12.54. Consolidated volumes on the New York Stock Exchange, American Stock Exchange and Nasdaq were roughly 5.6 billion shares, below 2013?s average of 6.4 billion shares. Advancing stocks outnumbered the decliners. For the 55% that advanced, 42% declined.

Recently, encouraging earnings from major banks, health insurers and other companies have acted as a catalyst for the markets. But yesterday, the Street received mixed earnings reports. The S&P 500 finished in the red after four consecutive days of gains. ?In the absence of major economic reports this week, investors will focus on the earnings.?

Shares of United Technologies Corporation (NYSE:UTX) gained nearly 3% after the company posted its second quarter results. The company?s earnings came in above the Street?s estimates. Earnings jumped 17% in the second quarter, boosted by an increase in orders for commercial airline parts and elevators. The company has pushed up the lower end of this year earnings estimate. It is now expecting earnings per share in the range of $6 to $6.15 from the previous estimate of $5.85 to $6.15 per share for the year 2013. United Technologies Chairman and Chief Executive Louis Chenevert said: ?Strong execution, additional restructuring savings, and growing backlogs give us confidence to increase the lower end of our earnings per share range.?

E I Du Pont De Nemours And Co (NYSE:DD) posted second quarter results yesterday. The company?s earnings came in marginally above analysts? expectations. Profits declined nearly 12% in the second quarter. Netflix, Inc. (NASDAQ:NFLX) reported second quarter earnings after the close of markets on Monday, which beat the Street?s estimates. Shares declined more than 4% as the company added lower-than-expected fresh customers for its streaming service.

On the international front, consumer confidence in the Euro Zone touched a near two-year high. According to the European Commission, consumer confidence climbed to -17.4 in July from the previous month?s figure of -18.8. In the entire European Union, consumer confidence jumped to -14.8 in July from -17.5 in June.

Technology bellwether Apple Inc. (NASDAQ:AAPL) was scheduled to report earnings after the close of markets on Tuesday. Investors were apprehensive ahead of Apple?s earnings report. The company shares declined 1.7% yesterday. The technology sector was the worst performance and the Technology SPDR (XLK) lost 0.4%. Stocks such as Google Inc (NASDAQ:GOOG), Microsoft Corporation (NASDAQ:MSFT), Intel Corporation (NASDAQ:INTC) and Adobe Systems Incorporated (NASDAQ:ADBE) lost 0.8%, 0.6%, 0.1% and 0.4%, respectively.

The materials sector was the biggest gainer among the S&P 500 industry groups and the Materials Select Sector (XLB) gained 0.3%. Stocks such as Air Products & Chemicals, Inc. (NYSE:APD), Ecolab Inc. (NYSE:ECL), Airgas, Inc. (NYSE:ARG) and Celanese Corporation (NYSE:CE) gained 2.8%, 0.5%, 1.2% and 1.6%, respectively.

Court petition seeks EPA action on pesticide drift

SAN FRANCISCO (AP) -- Activists have filed another petition to force federal regulators to set safety standards that protect children from pesticides that drift from farm fields into nearby communities.

Pesticide Action Network, the United Farmworkers of America and other groups filed the petition Wednesday in San Francisco federal court.

It asks a judge to force the Environmental Protection Agency to answer a petition from 2009, which demanded the agency evaluate children's exposures to pesticide drift and adopt no-spray buffer zones around homes, schools, parks and daycare centers.

Plaintiffs say in the four years since the initial petition was filed, the EPA hasn't responded or taken action.

EPA spokesman Bill Keener said the agency couldn't comment, because it hasn't seen the petition yet.

In 1996, Congress required the EPA to set standards to protect children from pesticides.

UTEP football player arrested in connection with fight outside West El Paso bar

El Paso police on Wednesday arrested a University of Texas at El Paso football player in connection with an early morning fight in the Cincinnati Entertainment District.

Richard Spencer, 21, of the 300 block of Shadow Mountain Drive, was allegedly involved in a fight at 2:05 a.m. outside of a bar at the intersection of Mesa Street and Cincinnati Avenue.

Spencer allegedly pushed a 22-year woman on the shoulders and against a white truck, El Paso Police spokesman Darrel Petry said. She was injured in the incident.

Spencer walked away from the officers after being told to stop, Petry said. Officers caught Spencer and placed him under arrest on suspicion of assault causing bodily injury and evading arrest, Petry said.

He was

booked into the El Paso County Jail on a bond of $1,500.

Spencer is a senior defensive back for the UTEP football team. He is originally from Moreno Valley, Ca. Last season, Spencer led the team in solo and overall tackles through the first four games. He suffered a season-ending knee injury at Wisconsin.

"We are in the information-gathering stage right now and will take the appropriate disciplinary action when we have all the details," UTEP Head Coach Sean Kugler said in a statement.

Difference in breast cancer survival between black and white ...

In an analysis of 5-year survival rates among black and white women diagnosed with breast cancer between 1991 and 2005, black women continued to have a lower rate of survival, with most of the difference related to factors including poorer health of black patients at diagnosis and more advanced disease, rather than treatment differences, according to a study in the July 24/31 issue of JAMA.

"For 20 years health care investigators in the United States have been keenly aware of racial disparities in survival among women with breast cancer. Numerous reports have not only identified and documented worse outcomes in black patients with breast cancer but have suggested potential reasons for the disparities based on differences in screening, presentation, comorbid conditions on presentation, tumor biology, stage, treatment, and socioeconomic status," according to background information in the article.

Jeffrey H. Silber, M.D., Ph.D., of the Children's Hospital of Philadelphia, and colleagues examined the extent of the racial differences in breast cancer survival in the Medicare population and the reasons the disparity exists. The study compared 7,375 black women 65 years and older diagnosed between 1991 to 2005 and 3 sets of 7,375 matched white control patients selected from 99,898 white potential control patients, using data from 16 U.S. Surveillance, Epidemiology and End Results (SEER) sites in the SEER-Medicare database. All patients received follow-up through December 2009 and the black case patients were matched to 3 white control populations on demographics (age, year of diagnosis, and SEER site), presentation (demographics variables plus patient comorbid conditions and tumor characteristics such as stage, size, grade, and estrogen receptor status), and treatment (presentation variables plus details of surgery, radiation therapy, and chemotherapy).

The researchers found that the absolute difference in 5-year survival (blacks, 55.9 percent; whites, 68.8 percent) was 12.9 percent in the demographics match. This difference remained unchanged between 1991 and 2005. After matching on presentation characteristics, the absolute difference in 5-year survival was 4.4 percent and was 3.6 percent lower for blacks than for whites matched also on treatment.

Regarding differences in treatment by race, overall, 12.6 percent of black patients did not have evidence of receiving any treatment for their breast cancer, compared with 5.9 percent of whites. Average time from diagnosis to treatment was longer among blacks than among demographics-matched whites, 29.2 days vs 22.5 days. Blacks were also more likely to have long delays in treatment: 5.8 percent of blacks did not initiate treatment within the first 3 months from diagnosis, compared to 2.5 percent of white patients. Blacks also received breast-conserving surgery without any other treatment more often than presentation-matched whites (8.2 percent vs 7.3 percent). "Nevertheless, differences in survival associated with treatment differences accounted for only 0.81 percent of the 12.9 percent survival difference," the authors write.

There were large differences in the way black and white patients presented. "For the demographics match, blacks had significantly less evidence of at least l primary care visit than matched whites (80.5 percent vs 88.5 percent, respectively); significantly lower rates of breast cancer screening (23.5 percent vs 35.7 percent); and significantly lower rates of colon cancer and cholesterol screening," the authors write.

"Our results suggest that it may be difficult to eliminate the racial disparity in survival from diagnosis unless differences in presentation can be reduced. There is also a disparity in treatment, with blacks receiving treatment inferior to that received by whites with similar presentation, but this explains only a small part of the observed difference in survival. The disparity in treatment might matter more if the disparity in presentation were reduced, because blacks would then be diagnosed with less advanced disease, for which treatment is more effective."

The researchers add that black patients are diagnosed not only with more advanced breast cancers but also with more unrelated comorbid conditions. "Some of the effectiveness of cancer treatment for blacks may be blunted by other health problems. If the differences in comorbid conditions at diagnosis were reduced, it is possible that the differences in cancer treatment would matter more for the differences in survival."

Serves as professional liaison to the French, German, Italian, Spanish & Portuguese, Philosophy, and History Departments. Plans, promotes, and implements research education programs for undergraduates, graduates, and faculty of those departments. May contribute to general library research education programs, instructional sessions for large undergraduate classes, and the Personal Librarian program sponsored by the Director of Undergraduate Research Education. Provides specialized reference service to patrons. Develops and maintains web research guides and other online research support tools. In collaboration with faculty and key Library staff, may plan and implement digital library projects in support of teaching and research. Develops and manages the Library?s Western European Humanities collections, including selection, organization, preservation and use of information sources originating in or related to Western European countries. Contributes to the formulation of the Library?s major Western European approval plans and monitors the effectiveness of these plans. Leads library projects for collaborative collection development in Western European humanities with Yale?s peer institutions. Serves on library committees, working groups, and task forces, and is expected to be professionally active. May be required to assist in disaster recovery efforts. Principle Responsibilities: The Librarian 1 is the beginning rank and is expected to demonstrate excellence in meeting the position responsibilities, as defined by the job description and annual goals. Required Education and Experience: Master?s degree in Library Science from an American Library Association accredited Library school. In selected instances, a post-graduate degree in a related discipline may be required or substituted for an MLS. Appointment to this rank is limited to two years at which time it is expected that the individual will develop necessary requirements to meet expectations of performance at the Librarian 2 level. Required Skills and Abilities: PhD in Western European humanities required. Appointment to the rank of Librarian 2 requires 2 years of relevant professional experience and demonstrated professional accomplishments appropriate to the rank. Appointment to Librarian 3 or 4 requires respectively 5 or 8 years of professional library experience and demonstrated professional accomplishments appropriate to the rank. Excellent reading and speaking knowledge of two Western European languages, preferably French and Italian. A deep understanding of the research process and knowledge of the ways that new technologies are affecting the production of scholarship. Demonstrated commitment to outstanding public service. Excellent oral and written communication skills. Ability to work successfully in a highly collaborative environment. Preferred Education, Experience, and Skills: Master?s degree from an ALA-accredited program for library and information science and/or relevant professional experience as a librarian.
